About the bill:

If passed, this bill updates part of the Election Code by adding a part about signing up to vote online.

  • Texas Election Code: A set of rules that explains how elections should happen in Texas, so they are fair and voters know what to expect each time.

  • If this bill is passed, the secretary of state will team up with the Department of Public Safety and the Department of Information Resources to set up a program for voters to sign up to vote online.

    • Secretary of State: A government official in charge of elections and business paperwork in Texas, making sure they run smoothly.

    • Department of Public Safety: A state office that is responsible for public safety, including tasks like giving out driver licenses and enforcing traffic laws.

    • Department of Information Resources: A state office that manages and protects Texas's technology systems, so they are safe and run smoothly.

  • The Secretary of State and Department of Public Safety websites will need to have a link to apply to register to vote.

  • If this bill passes, anyone with a valid Texas driver's license or ID card must:

    • Confirm their info is true.

    • Give permission for their driver's license or the signature on their state ID card to be used to register to vote.

  • People who don’t have a real Texas driver's license or state ID have to:

    • Confirm their info is true.

    •  Sign the application online before they submit it.

    • Each person applying under needs a copy of the signature from the Department of Public Safety.

    • An online signature that follows the secretary of state's rules meets the rules explained in this bill.

  • If this bill passes, applications sent like an email will be treated just like those sent by mail.

  • The secretary of state will set up rules for how this works, including safety measures to keep applications safe. The rules must include:

    • A clear description on the website about what breaks the rules.

    • Using the state’s online system to confirm people are who they say they are, and their address for online applications.

  • If the bill is passed, these changes start on September 1, 2025.
