About the bill:

This bill is about rules in Jefferson county, an area in north Florida 

  • If this bill passes:

    • Professionals keeping people healthy who give medical treatment to people in Jefferson County jails prisons, and holding centers cannot make as much money if they don’t have a written agreement with the county.  

    • Companies offering to move people being held in Jefferson county who are having medical emergencies, can’t make as much money if they don’t have a written agreement with the county.  

    • Areas other than Jefferson county will not be impacted.

    • Payment to a professional for inmate medical services without a written agreement can’t go over 110% of the amount Medicare says is okay.

      • Medicare: Health insurance from the national government for people age 65 and older.

    • If the professional shares that they lost money last year, payment can’t go over 125% of the amount Medicare says is okay.  

    • Payment to a company offering to move people experiencing medical emergencies without a written agreement can’t go over 110% of the amount Medicare says is okay.

  • This bill explains some important words: 

    • "Emergency medical transportation services": vehicles used to move people having medical emergencies, including vehicles that can go  up in the air.

    • "Air ambulance": a specific type of airplane used to move sick or hurt people who  need medical care.  

    • "Emergency medical services vehicle": a vehicle that can go on land or water that is made or used for moving sick or hurt people who need medical care.  

    • "Health care provider":  

      • A hospital with a license to offer medical care in Florida.  

      • A doctor or doctor’s helper who has a license to offer medical care in Florida

      • A licensed osteopathic doctor or physician assistant under chapter 459.  

      • A doctor with a license specifically to care for feet-related problems in Florida 

      • A group that has a license to offer health insurance in Florida.

      • A space that has permission to do surgeries in Florida

      • Any other medical space that mostly tells people what they are sick with or does not: 

        • Do surgery on people 

        • Let people leave the same day

        • Exist in a hospital- except: 

          • Places that mainly provide care to end pregnancies 

          • Offices run by doctors or dentists.  

      • A group of professionals, partnership, or company that has a license to offer medical care in Florida. 

  • The bill does NOT pay for medical care at a hospital run by Jefferson County.
