Bill:

HB 1038

No-excuse Absentee Voting Act of 2025

No-excuse Absentee Voting Act of 2025

About the bill:

  • This bill changes rules for absentee voting in Arkansas by getting rid of rules for what a voter has to have in order to vote absentee.

    • Absentee voting: voting by mailing paperwork into the county you are registered to vote in, instead of voting in person.

  • These changes will be called the “No-Excuse Absentee Voting Act of 2025”

  • If this bill passes, voters in Arkansas can vote absentee even if they are able to go in person to vote on Election Day.

  • Right now, the only people mailed absentee ballots are people who live in a different county than the county they are registered to vote in, or people who are not able to go in person to vote. But if this bill passes, anyone who turns in the paperwork asking for an absentee ballot will get one in the mail.

    • Absentee ballot: The piece of paper you fill out with your voting choices in order to vote without going in person.

  • If this bill passes, voters will only have to ask for an absentee ballot once a year, unless they change their mind before a year goes by.
