About the bill:
The bill, called the "Restore Roe Act,” will allow pregnant people in Arkansas to have abortions if it is passed
Abortion: a medical procedure that ends a pregnancy
It protects a person’s right to get abortion services up until the fetus can survive outside the womb.
After this point, exceptions where abortion is allowed include the health or life of the pregnant person and cases of rape or incest involving people under 18.
Rape: when someone is forced into sexual acts against their will.
Incest: when two people who are already related to each other engage in sexual acts.
It gets rid of the following:
The "Arkansas Human Life Protection Act," which banned abortion except to save the pregnant person’s life.
The "Arkansas Unborn Child Protection Act" which prevents abortions by calling fetus’s “unborn children”
blocks in helping people under 18 get abortions without their parent’s permission.
Rules that ban certain ways to have an abortion.
grounds for denying, suspending, or revoking a doctor's license for doing "illegal" abortions.
The need for abortion facilities to have agreements with local hospitals.
Having to get an ultrasound and viewing the fetus before an abortion.
In-person requirements and blocks on drug-induced abortions.
Reporting rules for complications related to abortions.
Having to report that an abortions was done to save the pregnant person’s life.
This bill changes the words "criminal abortion" to "illegal abortion."
This bill makes the state extra money by including fees for abortion clinic licenses.
Clinics need a legal certificate called a license, in order to provide abortions to people
Updates licensing and safety rules for abortion clinics.
Changes rules on how involved the state is in abortions for people in the state’s care.
Aligns state law with the 1973 Roe v. Wade decision to protect abortion rights up to when a fetus can survive outside the womb.
