Alabama

Bill:

HB 59

Counties Required to Provide At Least One Early Voting Center

Counties Required to Provide At Least One Early Voting Center

About the bill:

  • Right now, voters in Alabama can only vote on election day unless they have a good reason for absentee voting.

    • Absentee voting: a way to vote when you can’t go to the voting place on Election Day. It’s like getting your voting paper in the mail, filling it out at home, and sending it back so your vote still counts!

  • If passed, this bill makes it so each county has to set up at least one early voting center the week right before election day.

    • Early voting center: a place where registered voters can vote no less than four days and no more than six days ahead of election day.

  • This bill outlines when each early voting center should be open.

  • This doesn’t change the responsibilities of election officials.

    • Election official: a person who helps make sure voting is fair and organized during an election. They set up voting places, help people vote, and count the votes to find out who won.

  • The Secretary of State has to create rules for putting this into action

    • Secretary of State: a leader in the government who helps keep things organized. They make sure elections are fair, take care of important papers, and sometimes help with businesses and laws. They help the government run smoothly.

  • Each county's leader has to pick and provide at least one early voting center.

  • If there’s more than one early voting center, the leader can decide how to set the boundaries for each one.

  • The leader will figure out the days the early voting center will be open, making sure it's available not less than four days and no more than six days before election day.

  • If this bill is passed the early voting center hours of operation will be:

    • Weekdays and Saturdays: 9:00 a.m. to 5:00 p.m.

    • Sundays: 1:00 p.m. to 5:00 p.m.

  • Any registered voter can vote at the right early voting center in their county.

  • This act won’t change voting on election day

  • The act is set to kick in on October 1, 2025.
